2.1. Legal framework

The issues described in previous sections are approached by governments by legal instruments that provide more specific administrative tools. Current module provides an overview of the spectrum of legal instruments stretching from multilateral agreements to national laws. Specific administrative tools will be introduced in the next module.

Auditors need to be familiar with national legal arrangements for water management in order to be able to understand the responsibilities of different stakeholders as well as know water quality requirements and other relevant matters. Auditors often find criteria from legal acts.
