Terms of Use of Sisu@UT

To use Sisu@UT at the University of Tartu, it is necessary to agree to the terms of use. For further information, email eope@ut.ee

I. General 
 
1.1. The University of Tartu’s Sisu@UT (“Sisu@UT”) is a web application based on the WordPress Multisite platform, which is located at https://sisu.ut.ee and used for creating websites related to the teaching, research and administrative work at the university. 
 
1.2. The administrator of Sisu@UT is the University of Tartu (“university”), who offers the opportunity to use Sisu@UT to the university staff and doctoral students. At the request of institutes and other structural units, it is possible to grant personal Sisu@UT user rights to guests and bachelor’s or master’s students of the university. 

1.3. The controller of personal data related to Sisu@UT is the University of Tartu, registry code 74001073, address Ülikooli 18, 50090 Tartu, Estonia, email address info@ut.ee

1.4. The users of Sisu@UT (“users”) are university staff and doctoral students, and, under special rights, guests and bachelor’s or master’s students who have a Sisu@UT user account (“account”) and who create or manage websites. 

1.5. Users can use Sisu@UT if they agree to the terms of use. 

1.6. To create websites, it is necessary to log in to Sisu@UT. To log in, users must click the “Log in” button and authenticate themselves with their UT username, Mobile-ID, Smart-ID or ID-card. 

1.7. A person who views the published websites does not have to log in to Sisu@UT. 
 
II. Creating and deleting an account 
 
2.1. After logging in to Sisu@UT with the UT username, Mobile-ID, Smart-ID or ID-card, a Sisu@UT user account is automatically created for the user. 
 
2.2. The user’s name and surname, UT username and university email address or, in its absence, personal email address are transferred to Sisu@UT from the university’s central human resources database.  

2.3. By creating an account, a user profile is made for the user in Sisu@UT. The user has no right to amend their data in Sisu@UT. The user can request a change of name or email address by email to eope@ut.ee

2.4. Sisu@UT accounts are stored in the Sisu@UT database. When a person completes their studies, or their employment contract or guest status expires, they can no longer log in and the account will become inactive. 

2.5. If a former user has a new relationship with the university as a learner, staff member or guest, and their UT user account is reactivated, they can use it to log in to Sisu@UT. 
 
2.6. Once a year, the university may delete the accounts of users whose UT user account has been erased or who do not manage any Sisu@UT websites. 
 
2.7. The user may submit a request to delete their account at any time. Such request must be emailed to eope@ut.ee. The account is deleted within two weeks of receiving the respective request. 
 
III. Rights, obligations and liability of the user 
 
3.1. A user who has logged in to Sisu@UT has the right to create, manage and publish websites. 

3.2. It is possible to add a user to manage or edit a website created by another user. In this case, the user must be given the right to manage the specific website as an administrator, co-administrator, editor or author. 
 
3.3. When using the account, the user takes all measures to prevent third persons from accessing the account. If this has happened, the user must immediately change their password and email arvutiabi@ut.ee with a request to close their account temporarily. 
 
3.4. When using Sisu@UT, any activity that can prejudice the functioning of Sisu@UT or the university’s reputation or is contrary to the law is prohibited. Examples of prohibited activities include, but are not limited to, overloading Sisu@UT with queries, adding unsafe or illegal content to the system, copyright violations, attempts to access other users’ accounts, or other objectionable conduct or contribution to such conduct. If prohibited activity is identified, the university may restrict the user’s access to Sisu@UT. 

3.5. The user has the right to embed external service providers’ content that is allowed to be included in Sisu@UT (e.g. university’s LimeSurvey questionnaires, YouTube, university’s Panopto and UTTV videos) in their website pages and posts. 

3.6. The user has the right to link the Google Analytics service to their website, e.g. to collect website traffic statistics.  

3.7. Once a year, the user must review all the websites they manage and delete the ones that no longer need to be accessible to the public or to logged-in users. 

IV. Rights, obligations and liability of the university 
 
4.1. The university has the right to use Sisu@UT to create websites for teaching and studies, research and administration. The service is provided 24 hours a day, except during maintenance, of which the university notifies users on the front page of Sisu@UT. 
 
4.2. The university must ensure users access to Sisu@UT via the university’s central authentication method and prevent unauthorised access. 
 
4.3. The university has the right to unilaterally amend the terms of use by notifying users. 
 
4.4. Only a secure connection (HTTPS) must be used for Sisu@UT. 
 
4.5. Sisu@UT is hosted on servers administered by the university and located in the territory of Estonia. 
 
4.6. The servers and database software of Sisu@UT are subject to ongoing security updates. 
 
4.7. The use of Sisu@UT is blocked or interrupted during maintenance, and a maintenance message is displayed to the user. The maintenance interruptions generally occur outside working hours. If a scheduled interruption lasts longer than 15 minutes, users are notified of it on the front page of Sisu@UT. 
 
4.8. Sisu@UT is backed up regularly according to the general requirements for the university’s information systems. 
 
4.9. The university provides Sisu@UT user support at eope@ut.ee

4.10. The university reserves the right to contact Sisu@UT users and require them to delete websites that have become obsolete or that were created for testing purposes. 

4.11. The university is not responsible for Sisu@UT malfunctions caused by circumstances that are beyond the university’s control. 
 
V. Personal data protection 
 
5.1. The university discloses personal data only to persons holding Sisu@UT administrator rights, to users when they share the right to manage a website with other users, and to other persons if the disclosure is required by law. When sharing the website management rights, the user can see the names, surnames, UT usernames and university email addresses of the other users with fewer rights. 

5.2. As the controller, the university processes the following personal data in Sisu@UT: 

5.2.1. the user’s name and surname; 

5.2.2. the user’s UT username and email address or, in the absence of a university email address, the user’s personal email address. 

5.3. If the Sisu@UT add-on WatuPRO or a LimeSurvey questionnaire embedded in the website is used to collect personal data (name, email address, IP address, ratings, descriptions of personal life, etc.), the user must inform the persons completing the survey of the processing of personal data, and delete the data (including from personal data carriers) once the purpose of data processing has been fulfilled. 

5.4. For the operation of Sisu@UT, cookies are stored in the web browser.  

The user must allow the session cookies _opensaml_req_ss*, wordpress_logged_in_* and wordpress_sec_*, which manage the user login when navigating in Sisu@UT. In addition, the user must allow the session cookie (PHPSESSID), which keeps the session active. The above cookies are automatically deleted from the browser and server after closing the browser.  

For a better user experience, functional cookies with user preferences are also stored in the user’s browser, depending on the user’s profile and the language selected. The functional cookies are wp-settings-*, wp-settings-time-*, wp‑wpml_current_admin_language_*, wp-wpml_current_language, wp_lang, wfwaf-authcookie-*, ut_cookie_accepted_*. 

When viewing a website, cookies are stored if  

5.4.1. the user has linked their website with an analytics service. In this case, analytics cookies are stored in the user’s computer (for Google Analytics, ar_debug, _ga_*) and the viewer is asked to accept them. The viewer’s consent is checked by the functional cookie ut_cookie_accepted_*. 

5.4.2. the user has embedded external service providers’ content (e.g. YouTube, Panopto or UTTV video, GoogleMaps map, etc.) in their website pages or posts or used the Sisu@UT add-on WatuPRO to add content. 

5.4.3. the website uses the WordPress Multisite multilingual plugin. In this case, the language cookies wp-wpml_current_language and wp_lang are saved in the viewer’s browser. 

5.5. The university may process all personal data included in Sisu@UT to provide user support and analyse the use of Sisu@UT to enhance service quality and user convenience.
