Topic 4: DCE is building your competency levels. Here are the opportunities
In this topic we come back to DigComp and EntreComp frameworks and explore the competencies that students will develop when they participate in digital civic engagement activities. Students will be introduced to the competencies of 2.3 Engaging in citizenship through digital technologies DigComp and the competencies of 1.5 Ethical and sustainable thinking” EntreComp.
Students that partake in digital civic engagement activities will gain the opportunity to develop and upskill on a wide range of digital competences. It is important to highlight which competences could be mobilised through digital civic engagement. These are structured and categorised in DigComp 2.1 which is the European Digital Competence Framework for Citizens as approved and used by the EU Commission.
DigComp comprises 21 digital competences in 5 key areas as shown in the following diagram

Being involved in digital civic engagement activities enables participants to develop digital competence 2.3, ‘Engaging in citizenship through digital technologies’. This is a competence in area 2, ‘Communication and collaboration’, which comprises competences to interact, communicate and collaborate through digital technologies while being aware of cultural and generational diversity; to participate in society through public and private digital services and participatory citizenship; and to manage one’s digital identity and reputation.
Digital competence 2.3, ‘Engaging in citizenship through digital technologies’, can be viewed as participating in society through the use of public and private digital services, as well as seeking opportunities for self-empowerment and participatory citizenship through appropriate digital technologies.
Being involved in digital civic engagement activities also enables participants to develop Entrepreneurship Competences, as may be verified in EntreComp, the European Entrepreneurship Competence Framework, a framework for people interested in learning, teaching and fostering the knowledge, skills and attitudes that make up an entrepreneurial mindset.
EntreComp comprises 15 competences in 3 key areas as shown in the following diagram
Students who participate in digital civic engagement activities are afforded the opportunity to develop a wide range of entrepreneurial skills. This could begin with spotting an issue in the community which needs resolved, to then working with others to think of creative solutions to solve the civic issue.
The entrepreneurship skills students will acquire through digital civic engagement activities may be better described in EntreComp 1.5, ‘Ethical and sustainable thinking’, a competence in area 1 ‘Ideas and opportunities’, defined as ‘Ethical and sustainable thinking’, which deals with assessing the consequences and impact of ideas, opportunities and actions through:
– Assessing the consequences of ideas that bring value and the effect of entrepreneurial action on the target community, the market, society, and the environment
– Reflecting on how sustainable long-term social, cultural, and economic goals are, and the course of action chose
– Acting responsibly
