Role of the Council
The Council oversees the activities of EMBL-Estonia at the strategic level and is responsible for:
- coordinating and approving proposed changes to the EMBL-Estonia action plan and budget prior to their submission to the project funder;
- approving the EMBL-Estonia development plan and action plan, as well as, based on these, endorsing EMBL activities and the budget, including the approval of related services and pricing for both EMBL consortium members and external clients;
- establishing the rules and conditions for the use of the infrastructure developed within the EMBL-Estonia project;
- providing an assessment of EMBL-Estonia’s activities;
- addressing other strategically important matters that are not related to the day-to-day (operational) management of the infrastructure.
The Council makes decisions by consensus. If consensus cannot be reached, decisions are made by voting. For a decision to be valid, it must be supported by more than half of the Council members.
