Strengthening Civic Competences and EU Democratic Life

Framework for Training and Education is published!

The EuroConnect project has published the Framework for Training and Education (WP3A1), a new methodological guide developed collaboratively by the University of Tartu and the Centro per lo Sviluppo Creativo Danilo Dolci. Produced within the framework of WP3 activities, the document outlines the principles, methodologies, and practical approaches for implementing civic competence education workshops in secondary schools. The framework aims to support educators and civic education practitioners in developing innovative and participatory learning environments that strengthen democratic engagement among young people.

The publication focuses on fostering civic competences through hands-on and dialogue-based learning approaches. It is grounded in three complementary methodologies: non-formal education, engaged pedagogy, and the Reciprocal Maieutic Approach. Together, these approaches encourage students to actively participate in discussions, reflect critically on civic issues, and connect democratic values to their own lived experiences. The framework also emphasises the importance of linking theoretical learning with practical application in order to support active citizenship and democratic participation across different European contexts.

The document responds to several key challenges facing civic education today, including the need to strengthen democratic culture among young people, introduce more innovative and practice-oriented teaching methods, and develop approaches that can be adapted across Europe.

Building on the framework, civic competence workshops will be implemented in secondary schools in Italy and Estonia between late spring and September 2026, where the methodologies and activities developed within the guide will be tested and further refined through practical application.
