Podcast about public procurement
In August, the podcast welcomed Dr. Mari Ann Simovart and Dr. Carri Ginter to discuss a research project at the University of Tartu focused on public procurement.
The episode explores how EU public procurement law influences decisions by Member States and contracting authorities on whether to “make or buy”—i.e., to perform tasks in-house or outsource them via public procurement.
The discussion also covers whether Member States should fear EU law when opting for in-house solutions, and how the European Court of Justice and Estonian courts have addressed similar issues in the context of internal transactions and cooperation between contracting authorities.
