Dr Carri Ginter and Dr Kaido Künnapas have published an article in the Estonian newspaper Postimees on a plan to introduce a car tax.
The new ruling coalition in Estonia plans to introduce a national car tax from July next year, but critics argue that it should reward the switch to cleaner vehicles, not punish those who can’t afford them. The purpose of the car tax is to balance the state budget, but it is still being determined what form it will take. The new coalition plans to introduce a two-stage car tax, broadly based on the principle of “buy, then pay; pollute, then pay”. The details of the rules are still being worked out, but the principles are in place.
