Mario Sõrm, Dr Carri Ginter and Dr Mari Ann Simovart have published an article titled “Transparency obligations for make or buy decisions” in Public Procurement Law Review (P.P.L.R. 2023, 1, 1-14). The article examines the impact of the Irgita judgement and it’s offspring on “make or buy” decisions of contracting authorities and examines whether there could be transparency obligations on Member States or contracting authorities when they reach those decisions.
