Center of IT Impact Studies

CITIS is an impact analysis and applied research center at the University of Tartu

Our team is dedicated to understanding and improving the way public services work and the effect they have on the people who rely on them. Our edge lies in leveraging administrative data to estimate the impact and cost-effectiveness of public policy measures; in developing predictive models and monitoring technology; and in translating those results into tools that practitioners can read, question and act on.

We work with public institutions, agencies and companies, from commissioned evaluations through to software tools in daily use. Learn about our expertise and partnership opportunities below.
