Sustainable development goals and international agreements"},"content":{"rendered":"<h2 class=\"wp-block-heading\">Sustainable development goals related to waste<\/h2>\n\n\n\n<p>Waste-related problems can undermine and are hence related to several United Nations sustainable development goals:<\/p>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"354\" height=\"354\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_1.jpg\" alt=\"3_1\" class=\"wp-image-56 size-full\" srcset=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_1.jpg 354w, https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_1-300x300.jpg 300w, https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_1-150x150.jpg 150w\" sizes=\"auto, (max-width: 354px) 100vw, 354px\"><\/figure><div class=\"wp-block-media-text__content\">\n<p><strong>\u201cEnsure healthy lives and promote well-being for all at all ages\u201d <\/strong>targets the number of deaths and illnesses from hazardous chemicals and air, water and soil pollution and contamination. (See chapter 1.1.3 for an explanation of waste-related health problems.)<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"354\" height=\"354\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_2.jpg\" alt=\"3_2\" class=\"wp-image-57 size-full\" srcset=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_2.jpg 354w, https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_2-300x300.jpg 300w, https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_2-150x150.jpg 150w\" sizes=\"auto, (max-width: 354px) 100vw, 354px\"><\/figure><div class=\"wp-block-media-text__content\">\n<p><strong>\u201cEnsure availability and sustainable management of water and sanitation for all\u201d<\/strong> aims to improve water quality by reducing pollution, eliminating dumping and minimizing the release of hazardous chemicals and materials, halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"120\" height=\"120\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_2b.jpg\" alt=\"SDG 8\" class=\"wp-image-62 size-full\"><\/figure><div class=\"wp-block-media-text__content\">\n<p><strong>\u201cPromote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all\u201d<\/strong> aims to ensure sustained and inclusive economic growth. As one important element in this guest, resource productivity needs to increase significantly in order to decrease national material footprints and domestic material consumption. and<\/li>\n\n\n\n<li>substantially reduce waste generation through prevention, reduction, recycling and reuse.<\/li>\n<\/ul>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"354\" height=\"354\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_6.jpg\" alt=\"3_6\" class=\"wp-image-61 size-full\" srcset=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_6.jpg 354w, https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_6-300x300.jpg 300w, https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_6-150x150.jpg 150w\" sizes=\"auto, (max-width: 354px) 100vw, 354px\"><\/figure><div class=\"wp-block-media-text__content\">\n<p><strong>\u201cConserve and sustainably use the oceans, seas and marine resources for sustainable development\u201d<\/strong> aims to prevent and significantly reduce marine pollution of all kinds, in particular from land-based activities, including marine debris and nutrient pollution.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:15% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"120\" height=\"120\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/3_7.jpg\" alt=\"SDG 15\" class=\"wp-image-63 size-full\"><\/figure><div class=\"wp-block-media-text__content\">\n<p><strong>\u201cProtect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss\u201d<\/strong>\u00a0aims to preserve and sustainably use the Earth\u2019s terrestrial species and ecosystems. Land and soil degradation is one particular area wherein the prevention and remedy of\u00a0polluting wastesites or proper management of\u00a0wastewater discharges are examples of important policy areas.<\/p>\n<\/div><\/div>\n\n\n\n<p>For a complete list of sustainable development goals, targets and indicators see the United Nations General Assembly resolution adopted on 6 July 2017, available at: <a title=\"\" href=\"https:\/\/undocs.org\/A\/RES\/71\/313\" target=\"_blank\" rel=\"noopener\" data-url=\"https:\/\/undocs.org\/A\/RES\/71\/313\">https:\/\/undocs.org\/A\/RES\/71\/313<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><img loading=\"lazy\" decoding=\"async\" width=\"76\" height=\"68\" class=\"alignnone wp-image-31\" title=\"kaasus.png\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/kaasus.png\" alt=\"case\">AUDIT CASE: SDGs TO SUPPORT\u00a0WASTE AUDITS<\/h3>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"table table-hover\"><tbody><tr><td> <p><strong>Guatemala \u2013 Evaluation of municipal environmental management<\/strong><\/p><span style=\"font-size: revert; font-family: inherit; font-weight: inherit; text-align: var(--bs-body-text-align);\">Guatemala as a country adopted the Sustainable Development Goals by\u00a0assuming the commitment with the 2030 Agenda for Sustainable Development\u00a0in September 2015. The SDGs and the \u2018National Development Plan: Our Guatemala 2032\u2019\u00a0are reflected in Guatemala\u2019s\u00a0national regulations. This includes\u00a0national policies\u00a0related to the management of waste, which are the legal instruments used directly in\u00a0SAI Guatemala\u2019s\u00a0environmental management audits, including upon\u00a0evaluating\u00a0the management of solid and liquid waste.<\/span> <p>Guided by this national commitment to the SDGs, SAI Guatemala reorganized its structure in 2017 and among other things established an Audit Directorate for the Environment and Natural Resources Sector which evaluates municipal environmental management. In the audit of solid and liquid waste management, problems such as residents without access to solid waste collection service, illegal waste dumps and lack of proper functioning wastewater treatment plants were addressed.\u00a0<\/p><\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">\n\n\n\n<h3 class=\"wp-block-heading\"><img loading=\"lazy\" decoding=\"async\" width=\"76\" height=\"81\" class=\"alignnone wp-image-52\" title=\"motle.png\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/motle.png\" alt=\"thinking\">THINKING EXERCISE<\/h3>\n\n\n\n<p><strong>Which of the above-listed sustainable development goals is the most affected by waste-related problems in your country?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">\n\n\n\n<h3 class=\"wp-block-heading\"><img loading=\"lazy\" decoding=\"async\" width=\"76\" height=\"81\" class=\"alignnone wp-image-52\" title=\"motle.png\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/motle.png\" alt=\"thinking\">THINKING EXERCISE<\/h3>\n\n\n\n<p><strong>In a city called XYZ there are 1 million inhabitants. Almost all of their household waste is collected via a waste-collection system run by the city. All of the collected waste is taken to two waste-incineration factories located on the city\u2019s borders. Both factories operate in accordance with all regulations and environmental standards. Considering the UN\u2019s sustainable development goals, is this a good solution for dealing with household waste? Can you see any problems and\/or ways of improving the waste treatment?<\/strong><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">\n\n\n\n<h2 class=\"wp-block-heading\">International agreements and EU legislation<\/h2>\n\n\n\n<p>International agreements are a useful source in identifying audit criteria. This is especially so if you are conducting a compliance audit. An important task for an auditor is to identify whether your country has ratified the relevant international conventions. Some of the most important widely implemented conventions are<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><a title=\"\" href=\"http:\/\/www.basel.int\/\" target=\"_blank\" rel=\"noopener\" data-url=\"http:\/\/www.basel.int\/\">Basel Convention<\/a><\/strong>\u00a0regulates the transboundary movement of hazardous waste. One of the main requirements of the convention is the prior consent of competent authorities of the country receiving the hazardous waste before permitting export permits. Basel Convention also highlights the\u00a0principles of self-sufficiency, i.e. treatment of hazardous waste in the country of origin as a first resort, and proximity, i.e. the treatment of hazardous waste closest possible to its place of origin.\u00a0In 2019, countries agreed to amend Basel Convention in order to control exports and imports of most plastic scrap and waste. <a title=\"\" href=\"http:\/\/www.basel.int\/Implementation\/Plasticwaste\/Amendments\/Overview\/tabid\/8426\/Default.aspx\" target=\"_blank\" rel=\"noopener\" data-url=\"http:\/\/www.basel.int\/Implementation\/Plasticwaste\/Amendments\/Overview\/tabid\/8426\/Default.aspx\">The amendments<\/a> came into force on January 1, 2021.<\/li>\n\n\n\n<li><strong><a title=\"\" href=\"http:\/\/www.pic.int\/\" target=\"_blank\" rel=\"noopener\" data-url=\"http:\/\/www.pic.int\/\">Rotterdam Convention<\/a><\/strong>\u00a0is aimed at facilitating the sharing of information about hazardous chemicals between countries:\u00a0their characteristics and national decisions on importing and exporting hazardous chemicals.<\/li>\n\n\n\n<li><strong><a title=\"\" href=\"http:\/\/www.imo.org\/en\/About\/Conventions\/ListOfConventions\/Pages\/International-Convention-for-the-Prevention-of-Pollution-from-Ships-(MARPOL).aspx\" target=\"_blank\" rel=\"noopener\" data-url=\"http:\/\/www.imo.org\/en\/About\/Conventions\/ListOfConventions\/Pages\/International-Convention-for-the-Prevention-of-Pollution-from-Ships-(MARPOL).aspx\">MARPOL Convention<\/a>\u00a0<\/strong>has been devised to prevent the pollution from ships, either operational or accidental.<\/li>\n<\/ul>\n\n\n\n<p>For longer a list of international agreements regarding waste and short descriptions thereof, refer to the INTOSAI WGEA Guidelines on Auditing Waste Management [Ref 6].<\/p>\n\n\n\n<p>If your country is a Member State of the European Union, the relevant sources for your audit criteria are directives, regulations and decisions on waste. Other countries may wish to use EU legislation for benchmarking. The EU legislation on waste is extensive and covers the general framework as well as the shipment of waste, hazardous waste, waste management operations and specific waste streams. For an overview of EU legislation on waste please see the European Commission\u2019s web page on waste at: <a title=\"\" href=\"http:\/\/ec.europa.eu\/environment\/waste\/index.htm\" target=\"_blank\" rel=\"noopener\" data-url=\"http:\/\/ec.europa.eu\/environment\/waste\/index.htm\">http:\/\/ec.europa.eu\/environment\/waste\/index.htm<\/a><\/p>\n\n\n\n<p>As concerns EU legislation, it is useful to know that the European Union aims to create a circular economy where waste materials are used as a resource for producing new products (covered in <a title=\"\" href=\"https:\/\/sisu.ut.ee\/waste\/book\/module-2-waste-management-principles-and-economics\" target=\"_blank\" rel=\"noopener\" data-url=\"https:\/\/sisu.ut.ee\/waste\/book\/module-2-waste-management-principles-and-economics\">Module 2<\/a>). The first waste-stream which is being targeted is plastics, and the aim is to make all plastic packaging recyclable by 2030. For the EU Strategy for Plastics in the Circular Economy see the European Commission\u2019s web page at <a title=\"\" href=\"http:\/\/ec.europa.eu\/environment\/circular-economy\/index_en.htm\" target=\"_blank\" rel=\"noopener\" data-url=\"http:\/\/ec.europa.eu\/environment\/circular-economy\/index_en.htm\">http:\/\/ec.europa.eu\/environment\/circular-economy\/index_en.htm<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">\n\n\n\n<h3 class=\"wp-block-heading\"><img loading=\"lazy\" decoding=\"async\" width=\"76\" height=\"68\" title=\"kaasus.png\" class=\"alignnone wp-image-31\" style=\"width: 76px; height: 68px; float: left;\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/346\/kaasus.png\" alt=\"case\">AUDIT CASE: Sweden \u2013 Transport of hazardous waste<\/h3>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"table table-hover\"><tbody><tr><td><p><strong>Example of an audit with criteria based on an international convention and EU legislation<\/strong><\/p><span style=\"font-size: revert; font-family: inherit; font-weight: inherit; text-align: var(--bs-body-text-align);\">The Swedish National Audit Office\u2019s audit entitled \u2018Transport of hazardous waste\u2019 saw international agreements and EU directives and regulations used as audit criteria. The overall audit question in this audit is whether the Swedish government has oversight and undertakes effective inspection of both transboundary and domestic shipments of hazardous waste. The Basel Convention is a general audit criterion and is implemented within the EU Waste Framework Directive and EU Regulation no. 1013\/2006 on shipments of waste. The regulation is by definition national law in Sweden.
