Kaugseire v\u00f5imaldab meil metsade kohta saada infot palju tihedamini. Kaugseire ei asenda metsataksaatorit, vaid on abivahend. Projektis koostati Eesti noorte metsade hooldusraiesoovituste kaart Maa-Ameti aerolidari andmete anal\u00fc\u00fcsi p\u00f5hjal. satelliidiandmete laialdast kasutusele v\u00f5tmist L\u00e4\u00e4nemere piirkonnas, vastates \u00fchiskondlikele v\u00e4ljakutsetele ja vajadustele ning kasutades arendajate kogukonda kui innovatsiooni eestvedajaid. Projekti tulemusena paraneb teadlikkus ja juurdep\u00e4\u00e4s Copernicuse programmi poolt pakutavatele andmetele. Samuti stimuleeritakse n\u00f5udlust innovaatiliste lahenduste, \u00fchiste loominguliste meetodite ja korduvkasutusega arenduste abil. Piirkondlikud teadus- ja tehnoloogiapargid toetavad projekti raames v\u00e4ikeettev\u00f5tteid tekkivatel EO turgudel, rakendades kohandatud kiirendusprogramme. Koost\u00f6\u00f6 eesm\u00e4rgiks on edendada Euroopa kosmoset\u00f6\u00f6stuse ja teenuste arengut ning suurendada Euroopa ettev\u00f5tete v\u00f5imalusi arendada ja pakkuda innovaatilisi\u00a0kaugseire teenuseid. Projekti raames viiakse l\u00e4bi riiklikke ja rahvusvahelisi teabe- ja koolitus\u00fcritusi, luuakse aktiivne dialoog kasutajate ja teenusepakkujate vahel ning arendatakse uudseid kaugseire rakendusi ja teenuseid. Ainult kaugseire andmeid kasutades on meil v\u00f5imalik saada \u00fclevaade Maast kui tervikust ning sellele teadmisele toetudes saavad valitsused teha vastutustundlikke otsuseid meie k\u00f5igi huvides,\u201c selgitab Tartu observatooriumi asedirektor ja rakendusliku kaugseire professor Anu Noorma v\u00e4rske uuringu t\u00e4htsust. \u201eMeil on Eestis olemas v\u00e4ga mitmek\u00fclgne kompetents, et teadlaste ja ettev\u00f5tete koost\u00f6\u00f6na katta riiklik vajadus kaugseirel p\u00f5hinevate teenuste v\u00e4ljat\u00f6\u00f6tamiseks ja rakendamiseks. \u00dcheksa teadlastest ja ettev\u00f5tjatest moodustunud t\u00f6\u00f6r\u00fchma v\u00f5tsid selle \u00fcleskutse vastu RITA1 \u201cKaugseire\u201d projekti raames.\u201c\n\t\t\t\t\t\t\t<\/p>\n<p>\n\t\t\t\t\t\t\t\tUuringu k\u00e4igus selgitati v\u00e4lja Eesti jaoks parim p\u00f5lenguohu prognoosi mudel. P\u00f5llumeestele peaks huvi pakkuma p\u00f5ldude arengu j\u00e4lgimise s\u00fcsteem. Lihtsamaks muutub ka p\u00f5llumajandustoetuste n\u00f5uete kontrollimine, sest ekspertide loodud algoritm aitab p\u00f5llukultuure tuvastada ning inspektor ei pea enam p\u00f5llule kohale minema. V\u00e4lja t\u00f6\u00f6tati Eestisse sobiv \u00fcleujutuste kaardistamise metoodika, mis on kasulik operatiivt\u00f6\u00f6del ja annab v\u00e4\u00e4rtuslikku infot ka kaevandustegevuse ulatuse kohta turbamaardlates. V\u00e4ljat\u00f6\u00f6tatud protot\u00fc\u00fcpe on v\u00f5imalik edaspidi rakendada nii maavara ressursitasude kontrollimisel kui ka loodusturismi valdkonnas. Et suurendada ehitustegevuste turvalisust, loodi masinn\u00e4gemise algoritm, mis v\u00f5imaldab planeerida ja j\u00e4lgida ehitust\u00f6\u00f6de kulgu.\n\t\t\t\t\t\t\t<\/p>\n<p>\n\t\t\t\t\t\t\t\tRITA rakendusuuringu algatas Majandus- ja Kommunikatsiooniministeerium (MKM) ning see valmis nelja ministeeriumi koost\u00f6\u00f6s: kaasa tegid ka Keskkonna-, Maaelu- ja Siseministeerium. \u201eT\u00e4naseks on teadlased teinud \u00e4ra suure t\u00f6\u00f6 ning RITA kaugseire uuring loob uute rakenduste kasutuselev\u00f5tuks head tingimused. See v\u00f5imaldab tulevikus andmep\u00f5hiseid otsuseid teha ning riiki efektiivsemalt majandada. Kaugseire valdkonna arenguks on v\u00e4ga oluline, et j\u00e4tkuks riigi, ettev\u00f5tluse ja teaduse koost\u00f6\u00f6,\u201c \u00fctles MKMi kosmose valdkonna ekspert Paul Liias.\n\t\t\t\t\t\t\t<\/p>\n<p>\n\t\t\t\t\t\t\t\tUuring \u201e<a href=\"https:\/\/kosmos.ut.ee\/et\/uudised\/algab-uuring-kaugseireandmete-kasutuselevotuks-avalike-teenuste-edendamisel\">Kaugseire andmete kasutuselev\u00f5tt avalike teenuste v\u00e4ljat\u00f6\u00f6tamisel ja arendamise<\/a>l\u201c v\u00e4ltas kaks aastat ja l\u00e4ks maksma 1 421 050 eurot. Olemasolevad AERONET-OC ja RADCALNET v\u00f5rgustikud kasutavad multispektraalseid radiomeetreid, mis on kulukad soetada ning vajavad k\u00f5igi satelliitsensorite k\u00f5igi spektraalkanalite katmiseks modelleerimist koos sellega kaasneva m\u00e4\u00e4ramatuse komponendiga. Viimase aja optoelektroonika valdkonna arengud v\u00f5imaldavad kasutusele v\u00f5tta soodsaid miniatuurseid h\u00fcperspektraalseid radiomeetreid. Valvekaamerate t\u00f6\u00f6stusest leiab sobilikke p\u00f6\u00f6ratavaid aluseid seadmete objektile suunamiseks. Valgusdioodide baasil saab luua stabiilse valgusallika radiomeetrite kalibratsiooni automaatseks kontrollimiseks. Andmeside ja valvekaamerad seadmete j\u00e4lgimiseks on muutunud odavamaks ja seega v\u00e4henevad automaatjaamade opereerimisega seotud jooksvad kulutused ning samal ajal paraneb jaama t\u00f6\u00f6kindlus. Projekti HYPERNETS eesm\u00e4rk on arendada uus madalama hinnaga h\u00fcperspektraalne radiomeeter koos suunamismehhanismi ja suhtelise kalibratsiooniallikaga automaatseks vee ja maapinna peegeldusteguri m\u00f5\u00f5tmiseks. Radiomeetrit testitakse prooviv\u00f5rgustikus, mis katab v\u00e4ga erinevaid vee ja maapinna t\u00fc\u00fcpe ning t\u00f6\u00f6tingimusi. K\u00f5igi optiliste kaugseiresatelliitide jaoks pakutakse automaatselt kvaliteedikontrolli l\u00e4binud andmed koos m\u00e4\u00e4ramatuse hinnanguga. Tooted sisaldavad nii hetkeolukorra anal\u00fc\u00fcsitud seisundit (analysis), seisundi l\u00fchiajalist prognoosi (forecast) kui ka ajaloolisi andmeid mineviku kohta (multi-year products). CMEMS pakub j\u00e4tkusuutlikku lahendust Euroopa tarbijate vajaduste rahuldamiseks n\u00e4iteks mereturvalisuse, mere ressursside, mere- ja rannikukeskkonna, kliima ja meteoroloogilise prognoosi vallas. Tegemist on kasutajatest juhitud, kasutajate poolt valideeritud ja kasutajavajadustele orienteeritud teenusega. CMEMS in tuumteenus, mis annab \u00fcldist ja usaldusv\u00e4\u00e4rset informatsiooni nii Euroopa kui globaalsel tasemel, mis on toodetud kaugseire, in-situ seire ja mudelite andmete kombineerimisel. Teenusel on selge piir keskkasutajate sektoriga, kes kasutavad CMEMS tuumteenust sisendina enda l\u00f5ppkasutajate jaoks toodetud lisandv\u00e4\u00e4rtusega toodete sisendiks. L\u00e4\u00e4nemere seire- ja prognoosikeskus (BAL MFC) on vastutav l\u00fchiajalise prognoosi ja reanal\u00fc\u00fcsi toodete valmistamise eest L\u00e4\u00e4nemere jaoks. Lahendus p\u00f5hineb tihedatel Sentinel-1 koherentsuse ja Sentinel-2 NDVI aegridadel, mille peal t\u00f6\u00f6tab s\u00fcva\u00f5ppe algoritm. Tulemused kuvatakse kasutajatele veebikaardil. 2018 suvel testiti lahendust neljal 10\u00a0000 km2 testalal, t\u00e4psuse hindamiseks kasutati Taani ja Rootsi p\u00f5llumajandustoetuste makseagentuuride inspektorite logisid ja Taani p\u00f5lluraamatuid. jne.) kaardistamisel. \u00a0Lisaks t\u00f6\u00f6tati v\u00e4lja kava Sentinel-2 programmi jaoks kuidas ja millal koguda pilte korallriffidest \u00fcle maailma v\u00f5imaldamaks riffide globaalset seiret. Eesti ei olnud ESA t\u00e4isliige kui Sen2coral algas. Seep\u00e4rast osales Tiit Kutser selles projektis alguses n\u00f5unikuna, hiljem rahastati T\u00dc Eesti Mereinstituudi osalust l\u00e4bi ESA Eesti rahastusskeemi. T\u00dc Eesti Mereinstituudis kogutud andmete (erinevate p\u00f5hjat\u00fc\u00fcpide spektrid, vee optilised omadused) p\u00f5hjal parametriseeriti anal\u00fc\u00fctiline mudel SWAM, mis v\u00f5imaldab hinnata nii vee omadusi, vee s\u00fcgavust kui p\u00f5hjat\u00fc\u00fcpi samaaegselt. Lisaks testiti empiiriliste meetodite v\u00f5imalusi vee s\u00fcgavuse ja merep\u00f5hja t\u00fc\u00fcbi kaardistamisel satelliidi Sentinel-2 pardalt. Tulemused olid edukad nii korallriffidest optiliselt pisut keerukamas vees nagu Garda j\u00e4rv Itaalias, kui ka L\u00e4\u00e4nemere keerukates vetes. M\u00f5lemas veekogus \u00f5nnestus Sentinel-2 piltidelt hinnata nii vee s\u00fcgavust kui merep\u00f5hja t\u00fc\u00fcpi.\n<\/p>\n<p>\n\t\u00a0\n<\/p>\n<p>\n\t<span style=\"line-height:normal\"><span><span style=\",serif\">Alguskuup\u00e4ev:<\/span><\/span><\/span> 01.02.2017\n<\/p>\n<p>\n\t<span style=\"line-height:normal\"><span><span style=\",serif\">L\u00f5ppkuup\u00e4ev: <\/span><\/span><\/span> 31.12.2017\n<\/p>\n<p>\n\t\u00a0\n<\/p>\n<p>\n\tProjekti teostas T\u00dc Eesti Mereinstituudi kaugseire ja mereoptika sektor. Andmete p\u00f5hjal saadakse statistilised hinnangud metsaressursi kohta, mis on riikliku aruandluse ja metsapoliitika kujundamise aluseks. Projekti eesm\u00e4rgiks on t\u00f6\u00f6tada v\u00e4lja Eesti SMI jaoks sobiv metoodika multispektraalsete kosmosepiltide ja lennukitelt tehtava laserskaneerimise andmete kasutamiseks, et saada metsaressursi hinnangud kaartidena. Projekti k\u00e4igus otsitakse lahendusi puistute liigilise koosseisu, k\u00f5rguse ja t\u00fcvemahu hinnangute kaartide koostamiseks kasutades proovit\u00fckkidel kasvavate puude t\u00e4pseid m\u00f5\u00f5tmisandmeid mudelite sisendina.
