MOOC: Auditing environmental impacts of infrastructure

Tuuli Rasso, Auditor at the National Audit Office of Estonia

Tuuli has extensive experience in environmental governance and auditing. During her career at the National Audit Office of Estonia (NAOE)  she has conducted environmental audits in Performance Audit Department as auditor and audit manager. She has been an advisor and the head of INTOSAI WGEA secretariat and was formerly also the head of  EUROSAI WGEA secretariat. She has been involved in numerous national and international (coordinated) audits and organised many international training events and seminars on environmental auditing both in INTOSAI WGEA and EUROSAI WGEA and at the Global Training Facility on Environmental Audit in Jaipur, India.

Kaire Kesküla, Head of International Relations at the National Audit Office of Estonia

Kaire worked at the Secretariat of INTOSAI WGEA (2010-2013) and thereafter also participated in audits conducted by the environmental and infrastructure audit teams of NAOE. She has experience in organising several environment-related training events and meetings as well as international (coordinated) audits. She was then an Advisor to the Secretariat of EUROSAI WGEA and coordinator of MOOCs prepared by the NAOE in collaboration with colleagues from EUROSAI and INTOSAI. Kaire is also an e-learning specialist certified by the INTOSAI Development Initiative in 2019.

Kaire Kuldpere, former Audit Manager at the National Audit Office of Estonia

Kaire has audited energy, mining, climate change, waste, infrastructure and IT issues for 10 years in the National Audit Office of Estonia. She also participated in the INTOSAI WGEA project ‘Environmental Issues Associated with Infrastructure Development’ (2013). Based on the project and experiences of NAOE, Kaire was involved in developing a training course ‘Auditing Infrastructure’, which was conducted in EUROSAI WGEA training seminar in Vilnius in autumn 2014 and in AFROSAI WGEA meeting in Dakar in 2015. Kaire has also participated in international training projects concerning extractive industries.

Kristiina Visnapuu, former Auditor at the National Audit Office of Estonia

Kristiina was an infrastructure auditor at the National Audit Office of Estonia. She specialized in energy and before joining the NAOE researched energy security, the energy market and the renewable energy system in Estonia. In addition, Kristiina has participated in various international conferences, seminars and working groups on both environmental and infrastructure auditing, as well as, energy policy. She has written various articles and research papers on the Baltic energy market, both on gas and electricity, and participated in writing the INTOSAI WGEA research paper on market based instruments in environmental protection.

Viire Viss, Senior Auditor at the National Audit Office of Estonia

Viire has been working in the National Audit Office of Estonia since 2009 in Performance Audit Department (conducting audits in environmental and agricultural areas) as senior auditor and audit manager. She has been a representative of NAOE in INTOSAI WGEA Steering Committee and led the INTOSAI WGEA research projects on market based instruments in environmental protection as well as the greening of audit offices. In her previous professional career she has been conducting several projects (incl. creating e-learning courses), trainings and lectures related to environmental management.

Silver Jakobson, Audit Manager at the National Audit Office of Estonia

Silver was an auditor in Performance Audit Department at the National Audit Office of (2013-2018). Silver mainly focused on auditing the technical infrastructure topic. Besides carrying out audit activities, he conducted several works and trainings about using databases and geographic information systems (GIS) in audit process. Silver also took part of several international seminars and working groups concerning energy policy and implementing large infrastructure projects. Since then he worked in the Ministry of the Environment and has now returned to the National Audit Office of Estonia as the audit manager for the infrastructure auditing team.

Krislin Kivi, Head of International Relations at the National Audit Office of Estonia

Krislin was an Advisor of International Relations (2014-2018), mainly focusing on organising and coordinating the activities of EUROSAI Working Group on Environmental Auditing (WGEA). She organised numerous trainings and seminars on different topics of environmental auditing, mostly in EUROSAI WGEA. Krislin was also involved in conducting a training course ‘Auditing Infrastructure’ in AFROSAI WGEA meeting in Dakar in 2015. Since then she worked in IT field, focussing on information security and IT risk management, and has now returned to the National Audit Office of Estonia as the Head of International Relations.

Silja Einberg, Auditor at the National Audit Office of Estonia

Silja has been working in the National Audit Office of Estonia in Performance Audit Department since 2018. Silja is specialized in auditing the technical infrastructure topics including roads, railways and transport. In addition, Silja has participated in various international conferences, seminars and working groups on infrastructure auditing, as well as transport policy. In her previous professional career, she has been working in the Ministry of the Environment with the funding of large infrastructure projects such as construction of drinking water and waste water systems and closing non-compliant landfills.
