{"id":45,"date":"2022-06-02T11:04:20","date_gmt":"2024-04-04T02:34:08","guid":{"rendered":"https:\/\/sisu.ut.ee\/defactostates\/tensions-rise-gagauzia-russias-war-drags\/"},"modified":"2024-04-17T15:59:55","modified_gmt":"2024-04-17T12:59:55","slug":"tensions-rise-gagauzia-russias-war-drags","status":"publish","type":"post","link":"https:\/\/sisu.ut.ee\/defactostates\/tensions-rise-gagauzia-russias-war-drags\/","title":{"rendered":"Tension\u2019s Rise in Gagauzia as Russia\u2019s War Drags On"},"content":{"rendered":"<p>\u00a0 \u00a0\u00a0<\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">A political crisis is quietly brewing in Moldova\u2019s Autonomous Territorial Unit of Gagauzia. Over the past few months, the rhetoric emanating from the People\u2019s Assembly of Gagauzia (Gagauziyanin Halk Toplu\u015fu) towards Chisinau has become increasingly hostile. Moreover, the People\u2019s Assembly is trying to expand its power at the expense of both the central government in Chisinau and Irina Vlah, the region\u2019s governor, known as Bashkan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">These alarming developments come as Russian forces continuously attempt to cut off the Budjak region, an area of southwestern Ukraine that borders Gagauzia, from the rest of Ukraine, by <\/span><a href=\"https:\/\/gagauzinfo.md\/top2\/67308-v-odesskoy-oblasti-nanesli-ocherednoy-raketnyy-udar-po-mostu-v-zatoke.html\"><span lang=\"EN-GB\">attacking<\/span><\/a><span lang=\"EN-GB\"> the Zatoka bridge. Some commentators <\/span><a href=\"https:\/\/gagauzinfo.md\/top2\/66809-politolog-riski-destabilizacii-ishodyat-iz-gagauzii-a-ne-iz-pridnestrovya.html\"><span lang=\"EN-GB\">fear<\/span><\/a><span lang=\"EN-GB\"> that if the Russians successfully cut the Budjak off from the rest of Ukraine, Moscow may attempt to <\/span><a href=\"http:\/\/beta.deschide.md\/ro\/news\/politic\/7996\/%C3%8En-sudul-Basarabiei-ar-putea-fi-creat%C4%83-o-NOU%C4%82-REPUBLIC%C4%82-SEPARATIST%C4%82.htm?fbclid=IwAR1j0N0T8NCHbHpIjCRNDLjPrjR1IrmEAGE5aBVZwlDEUy3LLaCNb9-zjkA\"><span lang=\"EN-GB\">revive<\/span><\/a><span lang=\"EN-GB\"> the People\u2019s Republic of Bessarabia and lay claim to southern Moldova. For their part, the Gagauz elite, located in the regional capital of Comrat, have done little to elevate these concerns.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">The Gagauz are no strangers to conflict with Chisinau. In August 1990, local elites in Comrat created Eurasia\u2019s <\/span><a href=\"\/Users\/keith\/Downloads\/4176-25703-1-PB%2520(2).pdf\"><span lang=\"EN-GB\">first<\/span><\/a><span lang=\"EN-GB\"> de-facto state when they declared the creation of the Gagauz Republic. While Gagauzia was peacefully reintegrated into Moldova in 1994, relations between Chisinau and Comrat have remained tense. In 2014, the Gagauz organized an illegal <\/span><a href=\"https:\/\/www.rferl.org\/a\/moldova-gagauz-referendum-counting\/25251251.html\"><span lang=\"EN-GB\">referendum<\/span><\/a><span lang=\"EN-GB\"> in response to the signing of an Association Agreement between Moldova and the European Union, which saw the majority of voters reaffirmed their support for the region\u2019s independence and closer ties with the Russian-led Commonwealth of Independent States.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">Many Moldovan commentators criticize the Gagauz for failing to fully integrate with Moldova. One commentator even went as far as to claim that Transnistria was more <\/span><a href=\"https:\/\/gagauzinfo.md\/top2\/66809-politolog-riski-destabilizacii-ishodyat-iz-gagauzii-a-ne-iz-pridnestrovya.html\"><span lang=\"EN-GB\">integrated<\/span><\/a><span lang=\"EN-GB\"> with Moldova than Gagauzia. These claims are not entirely unfounded. For example, a survey conducted in 2018 found that less than <\/span><a href=\"https:\/\/deschide.md\/ro\/stiri\/social\/23765\/BNS-%C3%8En-G%C4%83g%C4%83uzia-doar-42-din-elevi-studiaz%C4%83-%C3%AEn-limba-rom%C3%A2n%C4%83.htm?fbclid=IwAR15uni3q9PKyG-YcS8SWelPM6RvO5PVg5NsC-QBT83wr0WTP0RxavFlwPs\"><span lang=\"EN-GB\">five percent<\/span><\/a><span lang=\"EN-GB\"> of school students from Gagauzia studied Romanian, which is the official language of the Moldovan educational system.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">In recent years, leaders in Gagauzia have regularly been accused of demonstrating pro-separatist tendencies. In 2015, political elites from the region attempted to establish a separate <\/span><span lang=\"EN-IE\"><a href=\"http:\/\/beta.deschide.md\/ro\/news\/social\/9814\/Separatismul-g%C4%83g%C4%83uz-bate-%C3%AEn-biseric%C4%83-Mitropolia-preo%C8%9Bii-fac-politic%C4%83.htm\"><span lang=\"EN-GB\">diocese<\/span><\/a><\/span><span lang=\"EN-GB\"> for Gagauzia. More recently, in late January 2022, the People\u2019s Assembly announced its intention to send a <\/span><span lang=\"EN-IE\"><a href=\"https:\/\/www.zdg.md\/importante\/delegatia-din-gagauzia-care-anunta-ca-va-mearge-in-federatia-rusa-pentru-a-negocia-direct-cu-gazprom-un-contract-pentru-aprovizionarea-cu-gaze-naturale-a-regiunii-anunta-ca-va-sustine-o-conferinta-de\/?fbclid=IwAR0hK58J_ad0mr73j5yV4zAURggyE-PmumEFDYLS3zdX0Fjl1NUaMHH_9GQ\"><span lang=\"EN-GB\">delegation<\/span><\/a><\/span><span lang=\"EN-GB\"> from Gagauzia to Moscow to negotiate a contract for the region\u2019s gas supply directly with Gazprom. Thus, disputes between the Gagauz and the central government are not uncommon. However, in light of Russia\u2019s invasion of Ukraine, and in particular, Russia\u2019s continued efforts to cut the Budjak off from the rest of Ukraine, recent developments are particularly alarming.<\/span><\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-244\" src=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/398\/gagauzia_1-300x225.jpg\" alt=\"gagauzia protest\" width=\"825\" height=\"618\" srcset=\"https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/398\/gagauzia_1-300x225.jpg 300w, https:\/\/sisu.ut.ee\/wp-content\/uploads\/sites\/398\/gagauzia_1.jpg 602w\" sizes=\"auto, (max-width: 825px) 100vw, 825px\"><\/p>\n<p style=\"text-align: center;\"><span lang=\"EN-IE\">Image: Protestors stand in front of the Gagauzia sign waving Russian and Gagauz flags near Comrat. (Source: <\/span><a href=\"https:\/\/gagauzyeri.com\/v-komrate-s-flagami-rossii-gagauzii-i-moldovy-proshel-avtoprobeg-v-podderzhku-georgievskoj-lenty\/\">https:\/\/gagauzyeri.com\/v-komrate-s-flagami-rossii-gagauzii-i-moldovy-proshel-avtoprobeg-v-podderzhku-georgievskoj-lenty\/<\/a><span lang=\"EN-IE\">)<\/span><\/p>\n<p>\u00a0<\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">Tensions rose in April when Maia Sandu, the President of Moldova, signed a law that <\/span><a href=\"https:\/\/interfax.com\/newsroom\/top-stories\/78365\/\"><span lang=\"EN-GB\">banned<\/span><\/a><span lang=\"EN-GB\"> symbols that promoted \u201cwar, aggression, and genocide\u201d. As a result, the controversial \u201cZ\u201d and \u201cV\u201d symbols were outlawed, as well as the Ribbon of Saint George, a symbol traditionally associated with Victory Day, which commemorates the Soviet Union\u2019s victory over Nazi Germany. The new law stated that those who displayed these symbols could be fined up to 9,000 Moldovan Lei (\u20ac440) and receive up to sixty hours of community service.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">The outlawing of the Ribbon of Saint George sparked an outburst of pro-Russian sentiment in Gagauzia. Deputies from the People\u2019s Assembly <\/span><span lang=\"EN-IE\"><a href=\"https:\/\/gagauzinfo.md\/top2\/66314-v-ukraine-tozhe-vse-nachinalos-s-zapreta-georgievskoy-lentochki-v-gagauzii-hotyat-provesti-novyy-referendum.html\"><span lang=\"EN-GB\">criticized<\/span><\/a><\/span><span lang=\"EN-GB\"> the decision. At the same time, dozens of people took to the streets of Comrat in <\/span><span lang=\"EN-IE\"><a href=\"https:\/\/gagauzyeri.com\/v-komrate-s-flagami-rossii-gagauzii-i-moldovy-proshel-avtoprobeg-v-podderzhku-georgievskoj-lenty\/\"><span lang=\"EN-GB\">protest<\/span><\/a><\/span><span lang=\"EN-GB\">, waving Russian and Gagauz flags. Graffiti supporting Russia\u2019s war effort also appeared across Gagauzia. (Source: <\/span><a href=\"https:\/\/point.md\/ru\/novosti\/proisshestviya\/politsiia-otreagirovala-na-nadpis-gagauziia-s-vami-na-asfal-te-v-tomae\/\"><span lang=\"EN-GB\">https:\/\/point.md\/ru\/novosti\/proisshestviya\/politsiia-otreagirovala-na-nadpis-gagauziia-s-vami-na-asfal-te-v-tomae\/<\/span><\/a><span lang=\"EN-GB\">)<\/span><\/p>\n<p>\u00a0<\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">Towards the end of April, deputies from the People\u2019s Assembly <\/span><a href=\"https:\/\/gagauzyeri.com\/v-gagauzii-oficzialno-razresheno-noshenie-georgievskoj-lenty\/\"><span lang=\"EN-GB\">unanimously<\/span><\/a><span lang=\"EN-GB\"> adopted a law entitled \u201cOn the Symbols of Victory in the Territory of Gagauzia\u201d. The law permitted symbols associated with the Great Patriotic War to be flown in Gagauzia. This meant that the Ribbon of Saint George could be displayed, but the \u201cZ\u201d symbol could not.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">Soon afterward, the law was <\/span><a href=\"https:\/\/gagauzyeri.com\/ofis-goskanczelyarii-v-komrate-nachal-proverku-prinyatogo-zakona-o-simvolah-pobedy-na-territorii-gagauzii\/\"><span lang=\"EN-GB\">signed<\/span><\/a><span lang=\"EN-GB\"> by Irina Vlah, the Bashkan (Governor) of Gagauzia. The Moldovan police stated that they would only recognize laws passed in Chisinau and that those found wearing the Ribbon in Gagauzia would be<\/span> <a href=\"https:\/\/gagauzinfo.md\/top2\/66885-v-policii-obeschali-nakazat-teh-kto-odel-georgievskuyu-lentochku-v-gagauzii.html\">fined<\/a><span lang=\"EN-GB\">. This led to a political dispute, with deputies arguing that in Gagauzia, laws passed by the People\u2019s Assembly took <\/span><a href=\"https:\/\/gagauzyeri.com\/ivan-burgudzhi-zakony-prinyatye-narodnym-sobraniem-gagauzii-stoyat-vyshe-chem-postanovleniya-prinyatye-nsg\/\"><span lang=\"EN-GB\">precedent<\/span><\/a><span lang=\"EN-GB\"> over those passed in Chisinau. The Comrat Appellate Court quickly suspended the new law passed by the People\u2019s Assembly because it violated the law signed by Maia Sandu a few weeks prior. In defiance of Chisinau, the People\u2019s Assembly organized an emergency session the night before Victory Day. At the session, deputies once again voted in <\/span><a href=\"https:\/\/gagauzinfo.md\/top1\/66874-nochnoe-zasedanie-nsg-deputaty-vnov-prinyali-postanovlenie-razreshayuschee-noshenie-georgievskih-lentochek.html\"><span lang=\"EN-GB\">favour<\/span><\/a><span lang=\"EN-GB\"> of a law that legalized the use of the Ribbon of Saint George in Gagauzia. <\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">It is worth noting that not everybody in Gagauzia supported the People\u2019s Assembly\u2019s efforts to defy Chisinau. In Cead\u00eer-Lunga, Gagauzia\u2019s second-largest city, the local authorities <\/span><span lang=\"EN-IE\"><a href=\"https:\/\/tv8.md\/2022\/08\/05\/autoritatile-din-ceadir-lunga-indeamna-oamenii-sa-renunte-la-panglica-bicolora-politia-se-vor-aplica-amenzi\/199920\"><span lang=\"EN-GB\">appealed<\/span><\/a><\/span><span lang=\"EN-GB\"> to people not to wear the banned symbol. Similarly, the local authorities from Vulc\u0103ne\u0219ti, the Gagauzia\u2019s third-largest city, posted a notice on their website, reminding people that the police would fine anyone caught <\/span><span lang=\"EN-IE\"><a href=\"http:\/\/vulcanesti.md\/component\/k2\/item\/6120-vnimaniyu-zhitelej-rajona-ip-vulkaneshty-preduprezhdaet?fbclid=IwAR2haLmBRJ00aq_B3VxakfJ7Gqlz9osv1SH_8XXpNcWsIjlfUuP8dXhPC_0\"><span lang=\"EN-GB\">wearing<\/span><\/a><\/span><span lang=\"EN-GB\"> the Ribbon, irrespective of laws passed by the People\u2019s Assembly. Nevertheless, on May 9, many people across Gagauzia took to the streets proudly <\/span><span lang=\"EN-IE\"><a href=\"https:\/\/gagauzinfo.md\/top1\/66880-77-let-pod-mirnym-nebom-v-komrate-proshli-torzhestva-po-sluchayu-dnya-pobedy.html\"><span lang=\"EN-GB\">displaying<\/span><\/a><\/span><span lang=\"EN-GB\"> the Ribbon. In Comrat, several prominent political figures wore the Ribbon while giving commemorative speeches. At a recent session, deputies accused Moldova of trying to <\/span><a href=\"https:\/\/t.co\/IV6f35xs1k\"><span lang=\"EN-GB\">destroy<\/span><\/a><span lang=\"EN-GB\"> Gagauz statehood. They claimed that the arrest of Dodon was proof that Sandu was attempting to establish a \u201c<\/span><a href=\"https:\/\/gagauzinfo.md\/top1\/67223-yurchenko-25-05.html\"><span lang=\"EN-GB\">dictatorial regime<\/span><\/a><span lang=\"EN-GB\">\u201d. Deputies also proposed an amendment to the Electoral Code of Moldova and demanded that five seats in the parliament be <\/span><a href=\"https:\/\/gagauzinfo.md\/top1\/67244-nsg-potrebovalo-ot-parlamenta-moldovy-deputatskuyu-kvotu-dlya-gagauzii.html\"><span lang=\"EN-GB\">reserved<\/span><\/a><span lang=\"EN-GB\"> for deputies representing Gagauzia.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">Additionally, deputies also adopted <\/span><a href=\"https:\/\/gagauzinfo.md\/top2\/67235-v-gagauzii-vystupili-protiv-parada-lgbt.html\"><span lang=\"EN-GB\">anti-LGBT<\/span><\/a><span lang=\"EN-GB\"> legislation, which bans the organization of any form of pride parade in Gagauzia. Deputies justified the law\u2019s adoption by claiming that promoting \u201cnon-traditional\u201d relationships is detrimental to Gagauzia\u2019s \u201cOrthodox Christian foundations\u201d. The new law was passed just days after it was announced that several LGBT events would take place in Chisinau in June, and the American Ambassador to Moldova flew the Rainbow flag outside the <\/span><a href=\"https:\/\/md.usembassy.gov\/joint-statement-on-the-occasion-of-the-international-day-against-homophobia-transphobia-and-biphobia-in-the-republic-of-moldova-4\/\"><span lang=\"EN-GB\">embassy<\/span><\/a><span lang=\"EN-GB\"> to mark International Day against Homophobia, Transphobia, and Biphobia. Igor Grosu, leader of the Party of Action and Solidarity and current speaker of the Moldovan Parliament, <\/span><a href=\"https:\/\/gagauzinfo.md\/top2\/67276-igor-grosu-o-zaprete-lgbt-meropriyatiy-v-gagauzii-deputaty-ne-zanimayutsya-prioritetami-lyudey.html\"><span lang=\"EN-GB\">criticized<\/span><\/a><span lang=\"EN-GB\"> the new law. Several Moldovan commentators pointed out that the new law violated the Moldovan constitution and claimed it was \u201cproof\u201d that the deputies in Gagauzia were \u201c<\/span><a href=\"https:\/\/gagauzinfo.md\/top1\/67272-politolog-o-zaprete-lgbt-v-gagauzii-est-sereznye-problemy-s-ponimaniem-demokratii.html\"><span lang=\"EN-GB\">undemocratic<\/span><\/a><span lang=\"EN-GB\">\u201d.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">An internal power struggle between the Baskhan and members of the People\u2019s Assembly has recently emerged, with deputies accusing Vlah of abuse of power and Vlah accusing deputies of trying to undermine her authority. In April 2022, Vlah <\/span><a href=\"https:\/\/gagauzyeri.com\/srochno-bashkan-otkazalas-podpisat-prinyatyj-deputatami-byudzhet-gagauzii-na-2022-god\/\"><span lang=\"EN-GB\">refused<\/span><\/a><span lang=\"EN-GB\"> to sign the 2022 budget into law. Sources close to Vlah claimed her refusal was based on the fact that the new budget reduced funding to the region\u2019s Executive Committee by 20 percent. The budget was returned to the People\u2019s Assembly, where deputies once again voted in favour of the proposed budget. According to Gagauz law, the Bashkan\u2019s veto can be overcome if two-thirds of deputies vote in favour of the law. However, Vlah refuses to sign the new budget and apparently intends to appeal it in the Comrat Appellate Court.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">On May 25, 2022, Georgy Leichu, Vice-Speaker of the People\u2019s Assembly of Gagauzia, <\/span><a href=\"https:\/\/gagauzyeri.com\/gagauzskie-deputaty-prinyali-zakon-reglamentiruyushhij-rabotu-upravlenij-ispolkoma-rasskazyvaem-chto-izvestno-o-inicziative\/\"><span lang=\"EN-GB\">proposed<\/span><\/a><span lang=\"EN-GB\"> a bill that regulated the work of the region\u2019s Executive Committee. The law states that the Bashkan must \u201clive in the territory of Gagauzia, have a higher education in the field of management, and have an impeccable reputation\u201d. According to the proposed law, if this criterion is not met, the People\u2019s Assembly can dismiss the Bashkan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">The law was passed by the People\u2019s Assembly and sent to the Bashkan for signing. However, it is unlikely that Vlah will sign this law either. The Executive branch has already complained that the law is part of an effort by the People\u2019s Assembly to subjugate the work of the Bashkan. These concerns are not misplaced, as the term \u201cimpeccable reputation\u201d seems intentionally vague and would likely make it very easy for the People\u2019s Assembly to dismiss the Bashkan.<\/span><\/p>\n<p style=\"text-align: justify;\"><span lang=\"EN-GB\">Amidst these rising tensions, it appears as if the Russian government is increasing its efforts to win support amongst Moldova\u2019s Gagauz population. A recent segment from Russian state TV claimed that Ukrainian soldiers are <\/span><a href=\"\/Users\/eberg\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/T5PE6HLT\/Gagauz%20Article%20Plan.docx\"><span lang=\"EN-GB\">looting<\/span><\/a><span lang=\"EN-GB\"> houses in Gagauz villages across southwestern Ukraine. This report received significant attention in the Gagauz media.
